Applying to MAHPC With an Overseas Physiotherapy Qualification
A source-linked guide separating the Malaysian citizen route, overseas professional-standing evidence, and the limited Temporary Practising Certificate route for non-Malaysians.

1. Separate the three applicant situations
Malaysian citizen, qualified overseas
Ordinary registration under Act 774 is for a Malaysian citizen who holds a qualification recognised by the Council and satisfies the Council’s prerequisites. Country of study alone does not decide the outcome.[1]
Applicant who practised overseas
The registration guideline lists a Letter of Good Standing where the applicant has practised outside Malaysia. It should come from the relevant professional or regulatory body for that place of practice.[3][7]
Non-Malaysian practitioner
This is not the ordinary citizen-registration route. Section 24 provides a Temporary Practising Certificate for non-Malaysians who meet limited statutory conditions and purposes.[1]
2. Check the exact qualification, not only the country or university name
Match the institution, programme title and qualification level against the current recognised-qualification masterlist. The reviewed physiotherapy section states that it was updated on 28 November 2025.[2]
If the exact qualification is unlisted, contact MAHPC early for case-specific instructions, additional evidence and any possible assessment.[3][8] As an editorial safeguard, do not pay fees, accept employment or make employment commitments on the assumption that approval will follow.
3. Core documents for an overseas qualification
- Certified degree scroll or qualification evidence.[3]
- Certified academic transcript.[3]
- Authorised translation where a document is not in Malay or English.[3]
- Practice Verification Form and relevant evidence according to the applicant’s circumstances and current instructions.[3]
- Letter of Good Standing if the applicant has practised outside Malaysia.[3]
- Additional documents or assessment if requested by the Council.[3]
The official MAHPC page links the 2023 guideline, which lists certified documents, transcripts, authorised translations, a Letter of Good Standing for overseas practice and possible additional documents or assessment. Because the guideline states a transitional context, use this list to prepare and confirm the current packet for your case with MAHPC; do not treat it as automatic eligibility or a special route.[3][8]

4. Letter of Good Standing: when it applies
An applicant who practised outside Malaysia should be ready to obtain a Letter of Good Standing from the professional or regulatory body for the place of practice. This supports professional-standing evidence but does not replace qualification review or MAHPC’s decision.[3]
Do not confuse it with MAHPC’s own Letter of Good Standing service for a practitioner already registered with MAHPC who is applying to an overseas authority. MAHPC’s guideline says that service is not for registering with MAHPC or practising in Malaysia.[7]

5. The limited route for a non-Malaysian
Under section 24, the applicant must be a non-Malaysian citizen who has been practising an Allied Health Profession outside Malaysia and must also satisfy at least one purpose or condition in section 24(1)(a)–(c): being in Malaysia exclusively to teach, conduct research or undergo postgraduate study at a Council-approved institution; possessing expertise the Council considers necessary for advancing healthcare in Malaysia; or holding a public-service employment contract.[1]
A Temporary Practising Certificate is valid for one year from its issue date. It may be renewed on application to the Council with the prescribed fee, and the Council may revoke it if the holder fails to comply with its conditions or restrictions.[1]
The official expatriate checklist marked BPPD/BSKB/2019 lists a minimum of five years’ clinical experience as one administrative item alongside other documents. The checklist does not replace the statutory gateway in section 24; confirm the current and case-specific requirements with MAHPC.[1][6][8]

6. Professional permission is not immigration approval
MAHPC permission is professional authorisation under Act 774. It is separate from other legal, immigration, employment, expatriate-post or contractual requirements that may apply; this article does not provide work-pass or immigration advice.[1][6]
7. Practical steps before applying
- Match the exact qualification against the current masterlist.[2]
- Collect certified copies, transcripts and any required translations.[3]
- If you practised overseas, request a Letter of Good Standing from the relevant body.[3]
- If the qualification is unlisted or the situation is unclear, contact MAHPC before employment, payment or travel commitments.[8]
- Use the official MHPS portal and follow live instructions rather than relying on historical screenshots alone.[4][5]
